I thought I'd clarify some things with the ability system for everyone. To help me do this is the ever loved Jay Jay
Q: What is an Ability?
A: An Ability is either a Power *Fire Manipulation, Super Strength, Telepathy* or a Talent *Blunt, Boxing, Ships*.
Q: Wait aren't powers automatically better, I mean some guy who knows how to box obviously isn't going to beat someone with earth manipulation.
A: That's a good question, here on Fallout Roleplay we allow the talents to exceed what a human can normally do. At level 1 one should be at the peak of normal abilities, with level 2 easily topping what any normal human can do in said field.
Q: I understand but can you give me an example of how levels correspond to something else.
A: Sure thing Jayjay.....don't take my Kool Aid while I'm explaining though
Level 1: Your an adept, average, plain, run of the mill basically your rather vanilla. You have a basic grip on your abilities but can't really do anything advanced. Able to hold your own but not able to amaze is probably the best way to put it
Comparable to
Level 2: Elite, a captain rank in your abilities who can do rather impressive things. You've seen your share of combat most likely and can hang with the best of them. You can easily handle a group of average enemies with you cunning and power.
Comparable to
Level 3: Master level, your the the top of your class, knowing nearly all there is to know in your field. Causing fear to swell in your enemies and respect in your allies. Power emanates from you like water from a fountain and someone standing in your way is ra.ther unlikely

Level 4: God, that's all there really is to it. You are not only a grand master in what you do but you may as well be the master of the universe. You hold power in your small finger then the majority of the planet don't hold in their entire bodies ten times over. The world itself trembles at your fury and marvels at your wisdom.

Jay Jay: Damn, that sure does set things straight for me. So how do I find out what "Level" I am exactly?

Me: -_- Your level is determined whenever you have at any one point all your abilities the same level. Whatever that level is becomes your overall level. So if at one point all of your abilities are level 2 then you become "level 2".
Jay Jay: I see, but what if I have all my powers level 3 and then I decide to pick up a new ability at level 1
Me: You still retain your overall level, so if I have 3 abilities and there all level 3 then I'm level 3. If I decide to get a new ability at level 1, I still retain my title of level 3.
Jay Jay: How do we become level 4's then, since your only allowed to make one ability level 4.
Me: You do this by getting that one thing at level 4, once you have your level 4 you gain the "Level 4" Title
Jay Jay: Is their any prerequisite to get level 4?
Me: You must have everything at level 3 during the entirety of your attempt at level 4.
Jay Jay: That's fresh homie, real fly and shit. If I don't want to though, do I have to start with all 3 abilities or can I have like one or two?
Me: You can feel free to start with 3, 2, 1 or no abilities if you want. If you choose to start with less then 3 you are free to gain those missing abilities whenever you like without submitting an application.
